Colorado launches statewide e-bike subsidy program

The Colorado Office of Energy (CEO) is opening applications for its Electric Bike Rebate Program from Wednesday, August 16, 2023 at 9:00 am until Monday, August 21, 2023 at 1:00 pm.

Transportation is a major source of greenhouse gas emissions in Colorado, and the CEO hopes to make transportation green and sustainable by supporting e-bike adoption while reducing emissions, air pollution and congestion.

To be eligible for e-bike rebates, the following conditions need to be met

1. Applicants must be residents of the following states: Colorado

2. At least 18 years old and the income meets the requirements.

There are two levels of rebates available to Colorado residents based on income.

Residents earning at or below 80% of the Area Median Income (AMI) in their county of residence are eligible for a $1,100 rebate. Residents earning between 80% and 100% of their county's AMI will receive a $500 rebate. Low- and moderate-income beneficiaries also get an additional $300 in electric cargo bikes and $100 in equipment like helmets and locks. Eligible Colorado citizens can also receive a $250 incentive to purchase an Adaptive Electric Bike.

The first round of e-bike rebate applications will open this Wednesday, with additional applications opening each month until the funds are fully spent. After the application period closes, the CEO will randomly select recipients and notify them by email. Selected applicants will have 48 hours to provide proof of income and address to confirm eligibility.

To redeem the rebate, recipients must purchase an e-bike in person or over the phone from one of the authorized e-bike retailers statewide. Participants in counties with existing e-bike rebate programs can also apply for the statewide rebate, but the state rebate cannot be combined with other local incentives.

CEO plans to allocate $6.6 million to help 7,000 Coloradans buy e-bikes. Another $3.4 million will be allocated to local governments to create their own e-bike rebate programs. Beginning April 1, 2024, all Coloradans will receive a $450 discount on the purchase of electric bicycles from authorized retailers.

"E-bikes are a great alternative to cars for short trips," said CEO Executive Director Will Toor. "Transportation is a major source of greenhouse gas emissions in the state. By supporting the adoption of e-bikes, this program works to provide all Coloradans with more accessible and enjoyable transportation options while reducing greenhouse gas emissions, air pollution and congestion."

In the Denver metropolitan area (Denver, Adams, Arapahoe, Douglas, and Jefferson counties), the median income for 80% of single households is $69,520 and for 100% is $86,900.

"Colorado's $10 million investment in the e-bike rebate program makes the program one of the largest statewide e-bike programs in the United States to date," Thorne said. "We are proud and excited to launch this program to support Coloradans who want to use e-bikes to get where they need to go, explore our beautiful state, reduce emissions and save on fuel costs"
